what is the purpose of drilling holes in the butterfly valves

this is for all the serious gearheads, I have a 73 plymouth duster and i need alittle help tuning it. The enigine consists so far of these up grades:

318 block

bored .40 out

comp camps 268 extreme energy cam ground 4 degrees advanced

heads from an 85 diplomat 318

ported intake and ehaust to the size of a 360 head

2.02 intake valves 1.50 exhaust

eldelbrock performer rpm air gap intake manifold

holley 650 4 barrel with vacum secondaries 4.5 in power valve

1 inch spacer between intake and carb

timing set at 32 degrees advance

hooker headers 1 1/4 inch to 3 inch collector to 2.5 inch exhaust

The problem i'm having is the power is there but there is a stumbling off idle and sometimes while driving and getting on the accelerator the float has been adjusted as well as the power valve, i'm wondering if the cam needs to be degreed but before that if the idle mixture should be adjusted. The plugs show normal burn, i am completely lost i've done everything i can and the stumble is still there it crossed my mind to change the main jets to a size smaller because of the low vacum or go to a smaller carb alltogether. any advice?

I'm looking to super charge my jeep and i would like to know a few opnions on what kind of kits are out there and wich would be the best one for a 4.0 L in line six. I'm not planning to off road it, i just want a little more bottom end.
