When attempting to install PSE7 the 1406 error appears stating Could not write value to key \Software\Classes\.raw\Open\WithList\PhotoshopElementsEditor.exe.

I am signed on as my user name which is listed as an administrator. I have checked the permissions in the registry edit and am listed for Full control in the key. I've also attempted to use RegCure to identify and repair any registry errors and I still can't install the software without this error.

If I ignore the error the software will load however it corrupts my adobe flash player. Anyone else have a similar issue?

To start I'm sorry for the noob question but...

I recently purchased a Toshiba Satellite X205-S9359. I've enjoyed it for the month I've had it however I've discovered a problem. The screen's refresh rate is currently limited to 59 hertz. Many games on the market require at least 60 hertz to play. There are no other options available to switch it higher and the Toshiba web site does not have an updated driver for the NVIDIA® GeForce® 8700M GT card.

My question specifically is: Is the refresh rate limited to the laptop's screen hardware or is it controlled by the driver written for the video card? .... or both?
