The shop where I live sells 3DS from Malaysia region. Now my question is If it's a PAL 3DS can I buy games from all PAL countries (PAL = Asia, Africa, Australia, New Zealand, and most of Western Europe) or is it country locked so I have to buy games only from Malaysia?

Hi, I am talking about an Arcade game where there is a character called "Kyle" and other two characters who looks like a punk in yellow/orange clothes and final character in blue martial clothes.

The game is a beat em up like Caddilac and Dinosaur.
