1、What’s the meaning of “via” in “via Chapter 240's newsletter”? Does it mean that the article is published on that newsletter?

2、What’s the meaning of “Chapter 240's” in “Chapter 240's newsletter”? Does it mean that “the Chapter’s 240th newsletter”, or “the 240th Chapter’s newsletter”?(the usage of apostrophe ‘s here is very unusual to me, not like other forms such as it’s, let’s ,she’s etc. that I know well)

3、What’s the meaning of “Chapter” here (not a chapter from a book, I believe)? Does it mean a temporary meeting/conference attended by a group of doctors/other professionals? Or a permanent organization of doctors/other professionals?

4、And the title, “AND THE BEAT GOES ON ” . “beat” here means the beat of the heart, right? I found that there is a song that also has the same title. Is there any relation between the song and the article?
