Texas received the highest civil award in history from the tobacco companies. Texas held that tobacco was addictive, that the companies knew this and in fact increased the nicotine amout to make it even more so. They contended that the companies customers were physically, financially and emotionally abused by these practices and compensation was demanded.

So the courts awarded Texas $13 billion dollars for having done such terrible things to so many people over such a long period of time. To date no smoker has received any of the money collected in the name of their suffering. The state grasiously decided that since the schools partially funded by the state lottery would be better served by adding an additional $1.00 per pack tax to raise more money for shool funding. Schools are gambling & smoke free environments.

Dichotomy? It's a yes or no question.
