Someone sent me a file (its a government official so I can't send the exact file name.) It has 2 _ as part of the name and it has no extension such as .exe or .html. Has this person sent me an incorrect file name?

He said, "No one ever had a problem opening this type of file before. Check your software."

It tells me Internet Explorer can open it but then it changes to unable to open this type file. I looked in all the obvious places, Windows Live and Software downloads.
