My fancy tail goldfish has a yellow growth on its tail..It is about the size of a sesame seed and yellow. What is this?

I have a 10 gallon fish tank with 2 fancy tail goldfish and 4 otocinclus(dwarf cat fish). I have a filter and actually I just changed it and it seemed to be clearing up but now its as cloudy as ever. I have even gone so far as to drain about 8 gallons and refilled with fresh clean water, but its clouds up again. I have had my tank for a few years now and have never had this issue before. I live in the country with awesome, clear, untreated, well water. I have never had to add chemicals to my tank and really don't want to start now. Any suggestions? Would total draining and cleaning the rocks be a bad idea? What would my stickies (otocinclus) eat? Help. Frustrated with this fog.
