  • Rental collusion?

So, I have had my hands tied by the rental company my lease is with along with the company providing utility services. I am obligated to pay for the services rendered to me if I leave my leased premises prior to the lease expiration, and that makes sense. What doesn't make sense is how I have no options in regards to this utility. If I call to get the service "terminated" the company just installs the rental company as the payor and I am billed by the rental company. I inquired about this and it seems it's due to convenience for the renter. So is this collusion where the debtor (utility) and creditor (rental company) mutually benefit from this transaction? The utility still gets to charge the minimum fees and the rental company misses out of the connection fee each time a tenant arrives.

I even went as far as to offer to pay severance of service fees and make reasonable accommodations to no avail.
