Lets say you have this car, with electric motors. You put a 120 Liters tank on top of your car, then connect the tank with a small pipe that rotates a turbine to create energy and the water then goes back to the top. Now lets say this car weight about 200 kg, would this car be able to run at the speed of at most 40km/hr?

How feasible is this idea? If it works can you prove it or prove why it wont work. Please use as much physics as possible.

Also feel free to add to idea and give your level of education in this field!
