if my friends come to my pic in fb they see the comment box and they comment ..

but if friends of friends come to see my pic in fb then they don't see a comment box to comment on it ??

is there any setting in fb to allow anyone to comment on my pic ?

i made a mysql database and in database there are lot's of tables fields FK ,PK, and on update and delete reference now i want to check it's reliability and the relation ship of FK's etc and schema design

..is there any tool or software to check this or i have to manually add data delete data and check it's effects ??
