If you love someone, but probably have little or no chance of getting with them, should you tell them? How?

So I met this guy who I was seeing casually for a couple of months.
He showed all the signs that he liked me and although we weren't in a relationship I was really falling for him. However, after a few drinks one night I went back to his house but he was acting kinda strange and through a mixture of alcohol and my feelings for him for some really silly reason I told him we had to stop this and left. I cried that whole night.
That was over a month ago and we've barely spoken since apart from a couple of pointless texts.
The thing is I think I am completely in love with him. I just cannot get him out of my head and its really making me depressed because I have no idea how he feels - chances are he hasn't given me a second thought.
I feel like a complete failure because I still feel like this over a month later. I really want to tell him how I feel but don't think it's a good idea because 1. Im worried he'll laugh at me and 2. He hasnt been in town alot recenlty. I just don't know what to do and it's really getting me down. I'm finidng him harder to get over than I did my ex of 5 years.
Please anyone who has been in this situation give me some advice on what I should do.
I already apologised to him about what I did that night and he kinda just brushed it off but i could tell by his reaction that he was hurt but it was like he just didn't want to show his feelings

I live in the UK and I am at a time in my life where I want to go and explore another part of the world.
I have visited Miami before and completely fell in love. The thing is I wouldn't even know where to start the process of moving. Like where do I get a visa, where would I look for a job/ place to live etc?

I'm 21 and we were together for about 3 and a half years. We split up 3 months ago and it was a mutual decision as we just weren't happy together anymore. (the relationship was full of ups and downs). I thought I got over him pretty quickly and was really happy with getting on with my life. I've been on dates since we broke up and there's a couple of guys I've had my eye on. The thing is in the last couple of weeks, I feel like I've taken a step back and I've started to think about my ex alot and miss him a bit. I chose this book as it was the one I most enjoyed in class. I also feel that I can relate to the persecution of Meursault by society as it still happens now a days. I feel that today society still turns its back on people who are different and the law takes a unfavourable view of people who are different. and paints them to be bad people.
However, on the other hand I also believe that people who are different from society, are the ones who turn their backs on society, therefore do not deserve society's help.
