I have a bichon Frise who is about 9 moths old. Compared to other Bichons she meets, she always seems to be smaller. About 3-inches smaller. Since she is stilkl under 1 year old, will she grow anymore?

I like this person. But my friends already told that person that i like this person. So the person didn't exactly respond. Should I tell this person strait forward ?
