Who comes up with the corona measures?
I mean, there are many rules trying to contain the spread, some very obvious and some not so obvious. Who comes up with those rules and are they proven to work?
For example, shutting down pubs a few hours earlier. Who thought of that and is it tested and proven to work? Are those rules made up this year or are they already been used and tested in the past?
