just received an invoice from a fridge repair company that included a sixty dollar administration fee and labour for his apprentice- neither of these were on his invoices previously- should i ring and complain

the last one i made i used an old wooden shelf, edged it in wooden skirting and the first significant rain of winter made it fall apart.
