first i thought my laptop's antivirus or firewall might blocked it, but later i tried opening it up with my tablet then also its not getting opened!!

i use a wifi connection ,when i test the speed in net it shows 0.99 mb download and 1.99 upload speed.

but sometimes the websites which i use most like youtube and facebook are not even loading properly,

but other websites which i use least are loading properly, how can i overcome this problem?

my old computer intel 4cpu 3Ghz with xp os is not starting up. last time i shut down it safely.now when i start it just shows a blink in the keyboard and then it goes off, light is on in mouse, cpu fan is running and dvd tray is working i press that button.
