Civil War was not started by Lincoln (he tried to avoid at all cost, the south attacked first [repeatedly], so I don't count this one. WWI was Wilson, WWII was FDR and Truman (but should be excluded for the same reason I excluded Lincoln), Korea was Truman, Vietnam was JFK, Johnson, and Finally Nixon who ended it. Desert Storm was Bush and The war on Terror is GW. By my count even if Lincoln and FDR are held responsible for the wars of their time, Democratic presidents are still ahead 4 to 3.
