What does it mean when one equation on a graph is "normal" to another?
The problem in question is determine the equation of a line through (-1,2) and normal to the line 2x-3y+5=0. I know the answer is 3x+2y=1 but i have no idea how to show the work.

I've never been on the site on my own computer or internet before, only with friends. When i tried to visit the site, i got the following message:

cheatbrasil.com bot **** spam advertisement
Your ban was filed on November 13th, 2009. This ban will not expire. (This was before i even had my current computer)

I have absolutely no idea what "cheatbrasil.com bot **** spam advertisement" means. Does anyone know what this means or how i can get unblocked?
