I was in a car accident in Escondido, Ca and I was pulling out of a parking spot on the street and as i was pulling way from the curb as an other car turned the corner onto my street at least 45mph and slammed into me . He was at fault because I was far enough from the curb ( inside the lane ) to miss hitting the van parked in front of me and he even said sorry to me at the scene of the accident .I didn't have insurance at the time and was not aware that policy wasn't in effect and I talked to my insurance company and they informed me that they were going to help me just as if policy was in effect . now I'm being charged for his car repair and I don't think I'm responsible . Who should I contact to contest charges?

my sister got raped and we've gotten her help but she now goes out with friends and stuff but she never gets home on time of curfew. We decided to not let her go out for three nights if she brakes curfew and she goes behind my back to my mom and gets promission to go out but one thing my mom drinks alot and i end up watching what time she gets home and i cant handle it any more . When ever i try to punish her she gets all sucidal again and i feel like its all my fault what can i do
