So, I was reading about the 2001 federal election.
And it said that all seats in the house of reps were up for election but only 40 of the 76 senate seats were up for contention.
Can someone please explain why some seats can not be up for election while some just aren't?

so im not an artist.
but my history assignment requires me to be.
so its basically an everyday scene from a kitchen with a mother and son. it deals with holocaust and the role on the everyday person's complacency and thus their guilt in the holocaust etc.
it would be much easier for me to do in black and white and thinking i could use it to add to my point. i think.
