Can permanent residents become licensed attorneys?
As stated, because I am in college right now and planning to go to law school. I might just go and take my citizenship test if it's required now.

One quick question: I have a friend's relative who's practicing acupuncture without a license in the state of Pennsylvania. He is aging and has difficulty acquiring for a degree or certification for an acupuncturist. What is the punishment he can get if he is caught? What other methods can he attempt to overcome this legal barrier?
