Okay so the process for getting a policy enacted/passed is completely different from getting a law passed right?

(we are talking about making state policy's only...not a national policy )

if someone wanted to pass a policy Within the STATE such as transportation safety/security issues, uhm who (which state official/governmental offical or group would they need to get support for the policy? why?

The city council? The mayor? Legislative? senators? departments?

And generally how is a new policy paid? lets say a new policy was passed... how would the state pay that? how would they fund it? Through tax dollars?

Lastly how long does it take for a policy to get passed?

in general how do I get a policy enacted? Lets say I wanted to bring up a new policy for public transportation. WHO are the government agencies and officials I need to get support from? How do I do that? What is the process for getting this policy enacted? estimated time line? How will it be paid for?
