  • is it legal for my neighbor to turn off my ac without telling me?

    we had a leak in our apt. which was going downstairs to our neighbors ceiling, no problem ill have it fixed. however, the prick downstairs has kept insisting that OUR AC is broken(couldnt possibly be the guy upstairs) and at this point ive had 7 or 8 people look at it and tell me its fine. they did tell me i needed a new filter which i replaced, and later found out the repair men charged my landlord 150 for an air filter.......either way the leak has been fixed for a week and a half now but no one will come fix my wall becuase they say there is still a leak with my ac but there has been no proof. last night we noticed it was hot in our apt and twhen i checked the thermostat it was 80 and i couldnt get it to go down. the next day i call my landlord and say yea it looks like he finally made it break but when i checked the circuit breaker outside someone had taken it out and flipped it upside down without informing us and we spent a night miserable as hell. this can not be legal? hes trying to make us think our ac is broken so we can pay for all of his repairs right? what should i do?
