She charges more for the licenced ones than the plain ones .Does she not need a licence? I don't think it is right, I cant find any info any where.

This was my first time hiring some one to renovate my house. I know i went about it all wrong. I didnt sign a contract the guy came over and took measurments and then called the next day and gave a quote over the phone and told me it wouldent cost more than $ 9g's.We agreed on quoted price and said he need $6g's for the windows,trim and clading.we gave it to him. finaly the windows came he installed 3 of the 11 windows. The weather got bad.He said he would start on the dry wall in the entrance he needed $500.00 for the materials he said it would cover everything $200 for the10 sheetsdry wall and the rest was for mud tape,skrews, labour.we gave it to him. In two\ half weeks it took him to instal 3 windows and the dry wall he only worked 20 hours! He went to my housband and mannaged to get $1400 more dollars from him. We are waiting for the trim and the rest of the windows to be installed. Should I ask him for copies of the recipts? and a bill for labour? what else should I do?
