Officer coercion over ticket?

First ticket in about 10 years..
Local township officer says I was doing 18 mph over speed limit (I wasn't, but that doesn't matter right now). Basically here's the deal. He said he was cutting me a break and siting me for "failure to obey a traffic sign" and said "but If you fight it and I have to go to court, I'll up the charge to speeding,.. I'm allowed to do that". Ok, so that sounds like coercion to me. In other words...
"Just pay the fine and you have nothing to worry about, if you take it to court I'll make you pay"
Even if he didn't follow through, it's the mere threat that gets you to pay the fine.
This happened Friday. I was at a wedding this weekend and spoke with a second cousin who is also a cop, he said "If he could prove you were speeding he would have sited you for it. He's trying to bully you into accepting a lesser charge because he can't prove the more serious one, I'd talk to an attorney before I paid anything"
So what say you? Coercion or nay?

Firefox is up to date on two computers. I have the same issue with both. I've used Firefox for years and never had this issue before. The "Clear Recent History" doesn't work like it used to. I don't know if this is a flaw or some change Mozilla made.
All the settings in Firefox "options" under "privacy" are and always have been set to default.
These are my "Clear Recent History" settings and procedure.
1.All options checked and set to "Clear Everything".
2.Click "Clear Now".
3.Close out Firefox and I'm done.
In the past, the next time I open Firefox all the previous browsing history is deleted and I start out on my homepage with a fresh browser.
However, recently (I think since updating to Firefox 19) when I start Firefox back up it doesn't go to my start page, but rather all the previous tabs of my last session open back up! The history folder IS in fact clear, but the tabs from the previous session still open up. This happens on both computers so I know it's an issue with Firefox. The only way to actually prevent the previous session tabs from appearing when I restart Firefox is to first either run CCleaner or change the settings in Firefox options under privacy to "Never Remember History", but I don't always want to delete my history every time I close out Firefox and I never had to do this before and have ALWAYS kept the default setting to "Remember History" and used "Clear Recent History" at my discretion.
Any idea what's going on?

All of a sudden, some videos around the net wont play, telling me I have to install the latest flash player.
Youtube videos DO play (but there is a message under the video recommending I install Adobe Flash player 10)
Most other embedded videos (such as Yahoo news/sports videos for example) WON'T play (I get the message I need to update flash)
I ran the Adobe flash uninstaller..
Then made sure no flash was installed on my PC..
Then downloaded Adobe Flash 10.3.
It installed successfully, it shows in my program list. It is the ONLY version installed on my PC.
So, After I install "10.3" and open Firefox, it takes me directly to the Adobe flash completion page and says, word for word.....

It appears to be saying it installed both 9.0 and 10.3?
In my add/remove programs in XP it says I have 10.3 installed.
Under Firefox plug-ins it says I have version 9.0 installed.
When I hit "find update" from the Firefox add-on window, it takes me to the Firefox update page and says my Flash is outdated and I'm running version 9.0! Since there is no version 9.0 on my PC (only in the Firefox plug-in list) I can't uninstall it, so I've uninstalled version 10.3 and reinstalled it over and over, but Firefox won't detect it and running the Flash test says I have 9.0 installed.
I even tried downloading the desktop version and installing it. Videos still won't play. Need help!

This is so frustrating. Yahoo's new homepage moved the email sign-in link to the right hand side. No biggie, but every time I sign in to my email it redirects you back to Yahoo home page! Then you have to click email from there again to get into your mail! What the heck is with that?

I have an HP Compaq Presario CQ60-615DX Lap Top with 250 gb 7,200rpm hard drive and 2 gb ram. It only has a 2.2GHz Intel Celeron 900 Single-core processor, but I'm told it should be able to run Acid and Ampitube, Ezdrummer and several other plug ins and up to 20 tracks at the same time with no problem. I only have five tracks going and it's hiccuping and spuddering and crashing on me all the time. It doesn't matter what buffer settings I try. Sometimes I'll raise the buffer for playback and it will run great for a few minutes then start crapping out. The CPU goes up to about 30% max and around 20% average. I still have over 1g ram free when running all the software so why the problems?
Would adding another 2 gb of memory help or is my processor too slow even to record a few tracks?
I can't afford a better lap top right now. Any help or suggestions would be appreciated.
