I can ping the IP an get a response, but I cannot view the website on my browser. What is the cause of this?

I have vista ultimate I logged in as the Admin with all rights (I thought) when I try to access manage through my computer it says "This function is not supported on this system" it used to work fine until I messed with it. Is there a way around or do I have to re-format? Any help is greatly appreciated.
