I am curious if it is possible to hook up a home sub and speakers in a truck with stock head unit

My residential neighbors have high traffic at all hours of day and most night of all days of the week. There are several different vehicles that come and go. That's not the big issue. I wouldn't care if it wasn't for them speeding down a residential road or blaring they're systems especially at night while my 1 and half y.o and 5y.o are trying to sleep! Or speeding and blaring the music at same time. Now, the issue underlining the main one is I have reported this to local authority numerous times and they most just drive by and high tail it or stop by, pretend they care and tell me they have to see them do it, well, thanks, that helps a bunch officer! My question is, what can I do about this legal issue since p.d or sheriff won't?
