been living in an apt for more than a year and now my landlord is trying to charge me $40 for gas and $84 for heating oil. my rent is already $690, which used to be $650 until my landlord tacked on $40 for water about 7 months ago. i don't understand why he thinks he can continually tack on charges, when my rent is supposed to include these utilities. i have a month to month lease so i'm not sure what to do. everything has been pretty much by verbal agreement, except for these invoices i receive in the mail. i don't have enough money to move and will not receive my security deposit back from my current landlord because he's a slumlord and i know that he won't give it back to me, unless i take him to court. then which he then would make up nonsense that i messed up the apt with damages that existed before i got here. any advice???

I have dark brown eyes and pale olive skin. What shades of blonde will go with those features?
