I sent a package to a friend in Ukraine on August 19. She hasn't received it! I got her to agree to file a complaint on October 20. Will that help?

I sent a package to a friend who lives in Ukraine on August 19. Will having her file a complaint on October 20 help? Ukraine postal service has a theft problem! Will getting her to file a complaint help? It won't help her get the package but that's not the point if you see what I mean! What will help their theft problem? If alot of people start complaining? Also,could it have been destroyed before it was loaded onto an airplane? If it was,would someone let you know? If was sent in a padded envelope! It had customs Label number LC020800075US.

1993 Donruss #721 Chipper Jones graded 9.5 GEM Mint by Beckett Grading Services and 2008 Matt Ryan #2 Pop Warner has a grade of 8.5 NM-MT+ by Becket Grading Services. What's the value of these 2 cards? Please list your source! Keep in mind,graded cards that have a 8.5 or higher brings the value up!
