Is it possible to find out who has given you a "thumbs down" on your answer?

I have recently upgraded to IE 9, and since doing so, have found the response time to be slower than before, plus very erratic.
Has anyone else suffered the same, or can offer any advice to overcome this?

My car has stood for a number of weeks, and the battery has gone flat due to non use and cold weather.
Can the battery be charged with it still fitted to the car, or do I need to remove the leads first. If so, are there any precautions I need to take to protect the electronics on the car?

I have just contacted my tv service provider and have been asked not only to confirm my account number, but also my name, address and password!. When asked why when having a password on the account did they need my address confirming as well, I was told that under the Data Protection Act, they needed 3 pieces of info to confirm my identity.
Can anyone tell me in laymans terms, if this is correct or are they just being awkward? Thanks
