While he's done well for the most part, he's very inconsistent with his personal conduct policy/suspensions.

Joey Porter - convicted of an unprovoked attack against a fellow player, small fine, no suspension (not his first offense, either, technically).

Pacman Jones - Lots of arrests, no convictions (that I know of), season-long suspension.

Tank Johnson - goes to jail for violating probation on same charges that got him the probation, allowed to play in the Super Bowl, only 8-game suspension.

Chris Henry - suspended twice for the same convictions, only player suspended at least 8 games not offered the opportunity to shorten it.

Odell Thurman - suspended for violating substance abuse policy, complies with parameters for reinstatement, suspended another year without any reason given.

Michael Vick - Falcons want to suspend him four games, NFL overrules them (after Vick blatantly lied to Goodell).

It seems Goodell is biased in favor of the big money-makers. Thoughts?
