 Im stuck I between the Chevrolet Volt and the Honda clarity I want a preowned but out of those two

I’m thinking about getting a moped for a class c but I’m not sure if there are any mopeds that go under 20 do the dmv check if it goes 20 and under ?

While I was doing the reset it was taking too long to restore So I cut the power and tried to turn it back on all I get is “the computer restarted unexpectedly or encountered an unexpected error to install windows click ok to restart the computer and then restart the installation “ but everytime I hit ok. It comes back to the error I don’t know what to do on top of that my laptop battery won’t work unless plugged in and the display is cracked so I have to connect it to an external display or a tv so I don’t know what to do

I currently use a crew bike co track fixed bike but i want to upgrade to an e-bike i want one that can go long distance but not too heavy because i am a bike messenger in nyc so there are frequent hills and bridges
