What was the San Diego Wide Awake Improvement Club?
I was reading a Wikipedia entry about Charles Hatfield:

He was a "rainmaker" hired by the city of San Diego to produce enough rain to fill a resevoir. The San Diego Historical Society has a web site here:

Every page that I've read on the web about Hatfield talks about the "San Diego Wide Awake Improvement Club" but, I have been unable to find any reference to what was, who created it, or what its purpose was. Does anyone have any info?
