How would you turn 3.7vvolts to 3volts?
I have these old camera batteries that are 3.7v Li-poly and would like to use them on a 3v circuit. Could I just use a resistor?

For example I have a fan that is able to push out 252 cubic feet per minute of air and it has a 11.2 cm diameter. What other measurements would I need to find the thrust force of a fan? Or how would I go about measuring it if thats a better way? I was thinking of linking a scale to a large flat cardboard and having the scale measure the force of the fan on the cardboard but it may not be very accurate.
I am trying to build a R/C hovercraft and I need to find some fans that can push a good amount of air. With enough thrust I should be able to support the fan/batteries/RC housing and the chassis but I am just trying to put numbers into perspective to see my weight limit.
