Couple weeks ago, I got a contact from a staffing agency saying if I am interested in a job position. The recruiter told me the pay rate and work hours. I accepted it and had an interview with a bank corporate office. The interview went well and I sent a thank-you letter the following day.
A week later I asked the recruiter if they had any feedback from the company. He said he is getting very good feedback from that interview and that I am in the lead candidate and the decision will be made the following Monday (July 24th). After Monday has passed, I decided to contact the recruiter on Wednesday (July 26th). He replied back next day (July 27th) and told me that the company are working on an offer and have not finalized yet. I replied saying that I thanked him for all the help throughout the hiring process.
Until this day (Aug 4th), I still haven't heard back from the staffing agency. I am also confused why the company are working on an offer when the staffing agency already told me the pay rate. How long does it take for a company to offer the job position?

I had a phone interview 2 weeks ago. It went well as the hiring manager talked about specifics of the job and the daily responsibilities of the role. In 2014, I did a summer internship for 2 months. At the end of the internship, I got a letter of recommendation from my supervisor. 3 years later, I found a job application that I want to apply and it has my old supervisor's email address to contact regarding to job position.
