Why not build empty bunkers specficially for dealing with nuclear bombs"?
After reading Memorial Day, by Vince Flynn (In which a terrorist nuclear bomb is dumped in Mt. Weather, an emergency command bunker, to explode but be contained.), it occured to me: Why not just build bunkers in strategic spots around the country in which to safely deposit a terrorist nuclear device? I know its strange, but could it work?

While the conflict may not have ended, he certainly made much progress. He was able to work out a 60-day ceasefire, accelerated customs for relief workers, as well as many other smaller items.

I'm looking for something that perhaps was debated briefly, but was soon forgotten in the current debates over abortion, etc. This issue could very well be considered "unsexy", thus limiting the number of politicians willing to devote time to discuss it. However, I'm hoping for some serious suggestions of issues that are truly important.
