Louisiana Mineral rights?
I own land within the Haynesville Shale (considered the largest gas find in American history). I have owned this land for 14 years and I did not own the mineral rights at the time of purchase. There are shallow oil wells in the area (3000-5000 feet) but nothing currently active. The Haynesville Shale is at least 10000 feet. Do I now possess the mineral rights or are there provisions that could prevent me from possessing the mineral rights even though the 10 year time window has passed?

I'm 6-01, 210 lbs and do heavy lifting and prefer free weights. I have recently broken my right hand and my hand will be in a cast or splint for 4 weeks. I'm looking for upper body excercises that can still be done to maintain or help prevent too much strength and muscle loss over this month.

Can I withdraw this money with penalties (20% to taxes and 10% penalty for early withdrawal) even if the plan stipulates that the money can not be withdrawn prior to retirement or disability? This money is in the NEAP (National Electrical Annuity Plan).
