cant install anything and cant show network connections or networks and when i press Windows + R and put service.msc then i can see all services and they are all off except for 4 of them but mostly they all say manuel and when i change them and restart they go back to there "default" setting any way to fix this?

ive been on the phone with emachines and to get this fixed i would need to pay $200. My computer wont get past the ntldr error and doesnt say press F11 for recovery. Ive verified that the recovery partition is in tact due to a recent restore. Is there any way to access the recovery partition via xp menu or booting with xp installed and overwriting xp?
