Are T-5 light bulbs more powerful in terms of lighting corals than a compact or regular fluorescent bulb?

I recently acquired some button polyps, and on my tank for lighting I have a T-8 actinic bulb that is 20 watts, and a T-5 fixture with one 10k bulb and one actinic bulb for a total of 62 watts. My tank is about 30-35 gallons after rock and sand displacement, so that is only about 2 watts per gallon. I was always told to have at least 3 to 5 watts for any polyp corals.
But, my question is, are my T-5 and T-8 bulbs with reflectors more powerful than the regular fluorescent bulbs, keeping my corals happy? The polyps open fine everyday, and are reproducing pretty well after the 4 months or so I have had them. I plan on getting some mushroom corals and maybe another polyp colony or two.
I also had a question about LED lights, are those useful to light coral tanks, or are they mainly for looks?
