Suppose a native speaker of Swedish and a native speaker of Danish want to communicate. They speak no other languages. (This is rare.) They can read and write in their native languages.

How much could they communicate basic ideas like where their from, where their families live, and what kinds of jobs they do? How much could they communicate complicated ideas like a dispute with a complicated fact pattern?

In this scenario, they have a reasonable amount of time to talk and write it out, but they can't draw from German or English. Neither one lives near the Oresund Bridge where they might get regular exposure to the other language.

I am curious because I speak English, Spanish, and a little Dutch. I understand almost no Swedish or Danish, and the two languages sound similar to me.

There is a legal dispute about the legality of CSR payments under Obamacare. My understanding is Congress approved the payments but did not appropriate the money.

Why is the legislative process set up so that Congress can approve payments without approving spending the money? Those seem go hand-in-hand. Allowing them to approve one without the other just sets the stage for a legal dispute. It also gives the president more power to authorize the payments as political leverage.

This question is not about whether you agree with Obamacare or support President Obama or President Trump.

The question is why is the system set up with this ambiguity as to whether to spend money on something? Why didn't Congress pass a law with a clear yes or no to the spending? Did they intentionally pass the buck on the issue to the Executive Branch. This just seems like a clear legislative error that needs to be fixed.

The answer it is not about people's physical features but rather domesticable animals.

Why do people who don't work in politics care whether Democrats or Republicans win? I know there are some minor differences like Republicans being slightly more protective of gun owners or Democrats being more willing to use gov't money on healthcare or the poor. That's reason for people to go vote. But why do people care so deeply if nothing changes radically regardless of which party is in control.
