  • Getting an owner to title a car?

    I am a dealer that sold a vehicle to a customer last fall. He, in turn, sold the car private party to someone in Nebraska, without first titling the car in his name in Iowa. The title is currently titled in Minnesota. Due to privacy laws, I can't give out contact information of my customer to this new owner. Is there anything the new owner can do to get this previous owner to title it in Iowa so this new owner can get it titled in Nebraska? I feel bad for this guy, and would like to help him out, or let him know what he can do himself to get it taken care of.

    I already contacted the state of Iowa, and they can't do anything until he comes in and registers it. Which he's not going to do, because he already lied and told me it was taken care of.

    Any suggestions are appreciated.

    EDIT: Just to clarify, I am a dealer in South Dakota-- we do not do the titling for our customers, they do it themselves. It was a trade, so we were not required to title it in our name before selling. There is no auction involved. What I'm dealing with here is a possible jump in title and I need the customer from Iowa to title it first. The new owner has title in hand, but it is just a reassigned one, and he cannot title it himself.
