How long can the Federal Government refuse to pay soldiers before they are in breach of contract?
How long can the Federal Government withhold pay from the troops before they are in violation of the contract with the soldiers? I assume they can't make them work without pay indefinitely since that would be slavery.
The incompetence of the Government to reach an agreement hardly constitutes an emergency. At some point I would assume the Government would have to discharge them and return them to their place of enlistment with back pay up to the date of return.
