have Dell computer that won't boot, fans come on but nothing else comes on. how can I fix the problem?

Have Winfast com...went to reformat,and used the cd that came with com for recovery, put in cd, it runs for about 2 secs, then says INF TXTSETUP.SIF missing or corrupt..will not continue..can't get it to do anything..How can I get that file back in system? Before it shows that message..it says checking your computers configurations..
