i am a student of BBA 2nd year and i see my classmates indulged into bad habbits

i've listened that a girl of our class had sex with various boys , even i had seen her being in relationship with 3- 4 boys earlier and this time she is in relationship with one of boy in our class .

Is she suffering from any mental disorder or is fond of making boyfrnds and having sex .........i dont get to understand how boys even after knowing all this be in relationship with such a girl ( i mean that they would obviously be not willing to marry such a fifth or sixth hand girl and be with her for lifetime ) how to know who is prostitute ?

i dont understand to know that when i listen to people that they visit prostitutes or they are planning a night with them then at that point are they marely joking or they are actually saying a fact. i dont understand that how people can adopt such a bad persona that they feel that it adds to their personality being a rapist, abusing, showing anger , drinking, smoking and else ....

why people do not show good attitute ,government is of for and by the people , it has thousands of rules for taxes,hundreds types of taxes and lakhs of people for it's working but why it do not come ahead and control such big crimes as rapes , why such an easy steps of banning porn on movies, computers and cd is held strictly by govt. if govt is for of by the ppl then we people should have proper right to check, suspend or manupulate leaders. why crimes of leaders and ministers are not investigated and the files are closed. why the people employed with our money do not care for us .
