If you want socialist programs keep them at the state level. That way states that want them can have them and states don't aren't forced to have them.

It is unconstitutional to charge one group a higher rate than another. Everyone should pay the same tax rate regardless of income.

NOBODY ever paid 91% in taxes. 91% was the STATUTORY rate not the effective rate. There were a huge number of tax loopholes during that time period.
