Are owners with roadway easements (private roads) crossing their property able to restrict legitimate use of these roads? I wish to obtain access to a national park and bike trail near my home, but I am finding that most of my neighbors who have roads that cross this trail have resisted my using these roads to gain access with my bicycle. Can the easements associated with these roads be found in public records, such as the assessor's report? Where would I find the state regulations that address roadway easements?
