explain why oh&s and duty of care considerations need to be considered when developing strategies to remove or reduce risks to a client?

i have a person whom i work with, whom ive known 3 years,actually the first time we spoke i found him to be very arrogant and rude! and i would just see him around not really taking any notice of him at all. Then about 2 years later we finally got to speak again and i found him to be funny and intelligent, but still after that encounter, i thought nothing about him. Then I started catching him staring at me! That everytime I looked up and if he was there i found him to be staring straight at me, but then hed quickly look away, other times if im with work friends he wont even look, but have this odd nervous walk! Now lately Ive noticed, if hes walking in front of me, he will always try not look, but look side on, or talk to the person next to him enough that he can see me walking behind him, when he does this i get embarrassed, because it is soooo obvious! Also ive noticed that he gets nervous when im around., I know hes attractted to me, and i am now also attractted to him.. I guess is what im really askin, is why doesnt he just come and ask me out? Instead of making a complete fool of himself, and this sort of behaviour makes me nervous as well. Im old school, and what I believe that if he likes me enough, he will overcome his shyness ... and bite the bullet and come and ask me out!! Why would a grown man act like this? Im waiting for him, does this mean he doesnt like me enuff? or is it a new age mind game.

there is a guy ive known for 4 yrs we have great chemistry etc

Lots of people have commented on us and how we would make a great couple etc etc, lots of people comment me on his staring at me too.. lol , and i know i get massive i wanna be with you vibe from him, its been two years since leaving that job where he is still working and i cant get him out of my system, i still think about him etc etc, but we havent had any contact what so ever since then, i wonder if he still thinks about me, like i do him.. what to do?
