I have a 32" LG TV connected to a PC (windows 7, 9800GT gpu) via HDMI. When I set the resolution to 1080p, the image is way too large for the TV. How can I fix this?

With the 'Magic Wand Tool', I've selected a section of a picture that I've drawn, and I want to add a black outline around that section only.

I downloaded Internet Explorer 8, and its slow on my pc and I want IE 7 back. However... When I go to uninstall a program in control panel, I can't find any Internet explorers. Also, there is no section on Internet explorer in my programs file!
