Would not having political parties be best?
It seems that politicians just vote on issues based on who's proposing them, if it's a democrat's proposal and they're a democrat they'll vote yes, and if it's a republican's proposal they'll vote no, same with republicans. I know that not all politicians do this; however, it seems the vast majority do.
