no, New Orleans was a hazard waiting to happen and nothing substantial should have ever been developed there, the people who lived there were in danger the whole time they've been there, it was just simply overlooked

Sure rebuild New Orleans, but build it on higher ground. Why would we want to rebuild a city thats below sea level?

Regardless, it already is. We pay federal taxes...and the federal govt has given money to help New Orleans.
