It is Czech. Means "Don't give up Vaclav" Vaclav is a name of a man. Refers to king Vaclav and the initial verse "Vaclav don't let us die" (Don't let our nation suffer...) by Karel Toman, poem Zari (September). In this context it sound very encouraging towards the Czech nation, might also be related to the situation in 1989, Velvet Revolution and polictical changes led by non-communistic president Vaclav Havel.

I think it is czech. I found the phrase in Karel Toman poems who is czech.
But when I tried for find translations for the words, all the on line dictionaries could not translate these words from czech.

Maybe CH or Polish?!?anyway...I think it means Vaclave don't give up! It's somewhere from eastern europe,must be a slavic language.
